Employment site allocation
Astley Business Park was first allocated in Wigan’s local plan as a key strategic employment location in 2006. This historic industrial allocation recognised the site’s role in supporting commercial activity and local employment and was an extension of the adjacent, well-established Astley Park Estate.
Establishment and promotion
In 2010 Astley Park Way was constructed which opened up the Astley Business Park site for development, this incorporated a new signalised junction to Chaddock Lane, the site was then promoted for employment uses and a marketing board was erected on Chaddock lane advertising the employment opportunity to potential occupiers.
Local community engagement
Before submitting the planning application, PLP carried out voluntary pre-application consultation, issuing 200 letters to local properties as agreed with Wigan Council’s planning team and residents were invited to provide feedback on the proposals.
Local consultation undertaken
Wigan Council completed its statutory consultation process, sending 90 letters to local residents, a letter to the local primary school and letters to eight nearby businesses asking for opinions regarding PLP’s proposed scheme.
Planning application submitted and publicised
PLP submitted the formal planning application and it was validated by Wigan Council. Following validation, the application was publicised in the local press, statutory consultees were formally consulted and the planning register recorded 98 individual comments received which were considered by the Council in determining the application.
Technical assessment and review
The proposals were reviewed through the planning process, with impacts including noise, visual amenity, air quality and traffic assessed before approval was recommended by the local authority. Consultees were re-consulted where amended plans or additional technical information were submitted.
Planning permission granted
In June 2024 Wigan Council’s Planning Committee resolved to grant planning permission, subject to a legal agreement. The legal agreement was subsequently signed and planning permission was formally granted in August 2024.
No legal challenge was brought during the six-week judicial review period that followed. The consented scheme included planning conditions designed to manage operational impacts.
Delivery of the consented scheme
Construction of the consented scheme began in January 2025 and was completed in March 2026. The scheme was designed with nearby homes in mind, including bunding around the perimeter, landscaping, and buildings oriented with the intention of mitigating service yard noise.
Occupiers and employment activity
Astley Business Park is now home to established logistics businesses that support approximately 315 jobs, reflecting continued demand for modern employment space in Wigan.
Ongoing engagement with the community
Alongside other stakeholders, PLP is committed to ongoing community working groups that have been established by the Council to provide a constructive route for raising issues, sharing information and agreeing practical actions together. PLP welcomes engagement from all stakeholders, including local residents, through these working groups.
